"Learning" means Smart Bidding is recalibrating after a recent change, and it's temporary; the fix is usually to wait and avoid further edits. "Limited" means something is constraining the strategy, such as a target ROAS set too high, bid limits, budget, or too little inventory. Read the status reason and remove that constraint.
Google Ads Bid Strategy 'Learning' or 'Limited': Fixes
How do I fix a "Learning" or "Limited" bid strategy status in Google Ads?
What this means
The bid strategy status shows in the Bid strategy column of your campaigns, and in the Bid strategies report for portfolio strategies. The main statuses:
- Active: the strategy is running and setting bids normally.
- Learning: performance may fluctuate while Google Ads adjusts bids after a change. Google lists reasons such as a new strategy (recently created or reactivated), a setting change, and a composition change (campaigns, ad groups or keywords added or removed). Google says this status lasts no more than 7 days, and ads keep serving.
- Limited: bidding is constrained by one of these factors:
- Bid limits: maximum or minimum bid limits stop full optimization.
- Budget constrained: much of the campaign is limited by budget.
- Inventory: few eligible auctions for your targeting.
- Bidding strategy: a more automated strategy is suggested.
- Misconfigured: a setup issue, such as missing or excluded conversion actions for a conversion-based strategy, or campaigns sharing a budget while using different portfolio strategies.
- Inactive: the strategy isn't running (paused campaigns, no ads, and so on).
Even when the Learning status ends, Google notes that it can take about two to three conversion cycles for Smart Bidding to calibrate to some changes. For a store where most purchases happen within a few days of the click, that's often one to three weeks.
Why it happens
Learning is triggered by:
- Switching strategy, for example from Maximize clicks to Maximize conversion value.
- Changing target ROAS or target CPA significantly.
- Changing conversion actions or goals used for bidding.
- Adding or removing campaigns in a portfolio, or large structural changes.
- Re-enabling a paused campaign.
Limited is often caused by:
- Target ROAS too high (or target CPA too low) relative to recent performance, so Google can't win enough auctions.
- Bid caps in portfolio strategies set below what's needed.
- Small budgets relative to the target.
- Narrow targeting: small product feeds, few locations, or restrictive audience settings.
- Products not serving because of Merchant Center disapprovals, shrinking the eligible inventory.
How to fix it
- Read the exact status. Hover the bid strategy status in the campaigns table. It tells you the reason (for example "Learning: setting change" or "Limited: bid limits").
- If it's Learning, stop editing. Avoid stacking changes during the learning period. Make one meaningful change, then evaluate after the period plus at least a couple of conversion cycles.
- Make target changes in moderate steps. Rather than jumping target ROAS from 300% to 600%, move it gradually and wait between changes. Smaller steps cause less disruption.
- If it's Limited by bid limits, raise or remove the max CPC cap in the portfolio strategy, or remove it entirely if you're using target ROAS.
- If it's Limited by budget, either increase budget on profitable campaigns or lower the target ROAS so the strategy can use budget efficiently. Use our Google Ads budget calculator to sanity-check the budget against your target.
- If it's Limited by inventory, expand targeting: add products to the campaign, fix disapproved products in Merchant Center, widen locations, or broaden keywords.
- If it's Misconfigured, confirm your purchase conversion action is Primary and included in the campaign's goals, and that it's actually recording conversions. Fix tracking first; see our conversion tracking guide for e-commerce.
- Use seasonality adjustments for short events. For a flash sale of a few days where conversion rates will spike, a seasonality adjustment tells Smart Bidding what to expect without disturbing its long-term learning.
- For Shopify and WooCommerce stores, make sure conversion values are accurate (real order totals, correct currency). Smart Bidding on value is only as good as the values you send.
How long until it's resolved
Google says the Learning status lasts no more than 7 days. Performance often keeps settling for two to three conversion cycles after that. Limited and Misconfigured statuses update after you fix the constraint, typically within a day or two.
How to prevent it
- Batch your changes. Plan strategy and target changes, make them at once, then leave the campaign alone.
- Avoid frequent pausing and re-enabling of Smart Bidding campaigns.
- Keep conversion tracking stable. Changing primary conversion actions is one of the most disruptive edits you can make.
- Set realistic targets based on the last 30 days of actual results.
- Give campaigns enough conversion volume. Consolidated Shopping and Performance Max campaigns learn faster than many small ones.
