"Limited by budget" means your campaign is regularly hitting its average daily budget, so Google is showing your ads less often than it could. If the campaign is profitable, raise the budget gradually. If it isn't, don't just add money: tighten targets, fix structure, or move budget to products that actually earn.
Google Ads 'Limited by Budget' on Shopping & PMax: Fix
How do I fix "Limited by budget" in Google Ads?
What this means
"Limited by budget" appears as a campaign status when the daily budget stops your ads from showing as often as they're eligible to. Google is effectively rationing impressions across the day. In Search and Shopping, the status details often show the estimated additional clicks or conversions available with a higher budget, through budget recommendations and the budget report.
A few budget mechanics to keep in mind:
- Daily spend can exceed the average daily budget, up to two times on some days, while monthly spend is capped at about 30.4 times the daily budget.
- Performance Max shares one budget across Shopping, Search, YouTube, Display, Discover and Gmail inventory, so a limited budget is split across all of them.
- Shared budgets across several campaigns can make one campaign starve another.
The status is not automatically a problem. A campaign with a low return can be limited by budget and that's fine. It becomes a problem when a profitable campaign leaves sales on the table.
Why it happens
- Budget set too low for the catalog. A Shopping or PMax campaign covering hundreds of products with a budget that only buys a few dozen clicks a day.
- Overly broad targeting. Generic search terms and broad audiences absorb budget before high-intent queries get served.
- Maximize clicks or Maximize conversion value without a target. These strategies try to spend the full budget, so the status is common.
- Too many campaigns for the budget. Splitting a small budget across many campaigns means none has enough to learn.
- Seasonal demand spikes (holiday shopping, sales events) where search volume jumps above normal.
- Low-quality traffic from Display and video inventory in Performance Max taking a large share of spend.
How to fix it
- Check profitability first. Look at conversion value / cost (ROAS) and, if possible, profit after product cost, shipping and fees, by campaign. Only scale budgets for campaigns meeting your target. Our budget calculator helps set targets from your margins.
- Raise budgets gradually on winners. Increase by moderate steps and monitor for a week. Large jumps on Smart Bidding campaigns can trigger a learning period and less efficient spend while the strategy adjusts.
- Set or adjust a target ROAS. If you're on Maximize conversion value without a target, adding a realistic target ROAS can stop the campaign chasing low-value conversions. Don't set it so high that volume collapses.
- Restructure by performance. Split products into tiers using custom labels in your feed (for example best sellers, average, low performers, new products). Give the best tier its own Shopping or PMax campaign with an appropriate budget.
- Shopify: add custom labels via the Google & YouTube app's product settings, metafields, or a feed app.
- WooCommerce: set
custom_label_0tocustom_label_4in your feed plugin based on margin, sales, or category.
- Cut waste. Add negative keywords (account-level or campaign-level for PMax) for irrelevant searches, exclude unprofitable products, and check placement and search term insights.
- Consolidate. If several campaigns are limited and none are performing, combine them so the budget and conversion data are concentrated.
- Use ad schedules and locations thoughtfully. If conversions cluster in certain hours or regions, a manual Shopping campaign can use bid adjustments; for PMax, focus on location targeting.
- Plan seasonal budgets. Raise budgets before peak periods, and consider seasonality adjustments for short events if your conversion rate is expected to change sharply.

How long until it's resolved
The status updates once the campaign is no longer consistently hitting its budget, usually within a few days of a budget increase or after a target ROAS reduces spend. If you changed bid strategy or targets, allow one to two weeks for performance to stabilize before judging results.
How to prevent it
- Budget by product tier, not one budget for the whole catalog.
- Review search terms and product performance every week so budget goes to what converts.
- Forecast seasonal spend in advance, especially for Black Friday and holiday peaks.
- Keep campaign count proportional to your budget and conversion volume.
