Missing Shipping Costs in Merchant Center: How to Fix It

Shown in Google Merchant Center: Missing shipping costs

How do I fix "Missing shipping costs" in Merchant Center?

"Missing shipping costs" means Google has no shipping price for some of your products in a country you're targeting, so those products stay disapproved until you provide one. The fastest fix is to create an account-level shipping service in Merchant Center for every country you sell to (free shipping counts) and only use the product-level shipping attribute for exceptions.

    What this issue means

In most countries Google requires shipping costs for Shopping ads and free listings so shoppers see an accurate total before clicking. Every product has to be covered by at least one shipping rule for each country it targets. If a product targets the US and Canada but you only defined US shipping, it's disapproved in Canada. In older accounts the same issue shows as Missing value [shipping].

There are two places shipping can come from:

    SourceWhere it livesBest for
Account-level shipping servicesMerchant Center settings, under shipping and returnsMost stores; rules apply to all or groups of products
shipping attributeYour feed or supplemental data sourceProduct-specific exceptions

A product-level shipping value overrides the account-level rate for that product.

    Why it happens

    • No shipping service was ever created. Common in new accounts, or when the store was connected through an app that didn't push shipping.
    • A new country was added (through Shopify Markets, a feed's target countries or "additional countries") without shipping rules for it.
    • Shipping services are limited by shipping_label. A service applies only to products with a specific label, and some products don't have it.
    • Weight- or price-based rates have gaps. A table covers 0 to 20 lb, but a product weighs 25 lb, or the product is missing shipping_weight so a weight-based rule can't calculate a cost.
    • App sync settings changed. The Shopify or WooCommerce integration was switched from syncing shipping to manual (or the reverse), wiping or not creating services.
    • Malformed shipping attribute in the feed, such as a missing country code or price.

    How to fix it

    1. See which countries are affected. Open Products > Needs attention, filter by the shipping issue and check which countries of sale are listed for each product.
    2. Create or extend a shipping service. In Merchant Center settings, open shipping and returns and add a shipping service for each affected country. Set:
      • Country and currency.
      • Delivery times (handling and transit), which also enable delivery estimates.
      • Rates: flat, free, free over an order amount, by weight or by price, mirroring what your checkout charges.
    3. Cover every product. If you use shipping_label or weight tables, add a catch-all rate so no product falls through. Add shipping_weight to products if your rates are weight-based.
    4. Platform-specific setup.
      • Shopify (Google & YouTube app): In the app's settings you can let Google sync shipping from your Shopify shipping zones or set shipping up in Merchant Center. If you sync, make sure every Shopify market you've enabled in the app has a shipping zone with rates. Calculated carrier rates may not translate exactly, so check what landed in Merchant Center.
      • WooCommerce (Google for WooCommerce): During or after onboarding, choose whether to sync shipping from WooCommerce zones or enter rates manually. Confirm each target country has a zone with a method. Third-party feed plugins usually don't send shipping, so set it in Merchant Center.
      • Feed or supplemental data source: For exceptions, use the format US::Standard:7.95 USD (country, region, service, price). A supplemental sheet keyed by id is an easy way to add shipping to a few oversized items.
    5. Remove countries you don't ship to. If a product is targeting a country you can't serve, take that country out of the data source's countries of sale instead of inventing a rate.
    6. Save and wait for reprocessing. Account-level changes apply to all matching products without a feed re-upload.

    How long until it's fixed

Account-level shipping changes usually reprocess within hours. Google notes that issue counts on the Needs attention page can take time to update, so allow a day or two before assuming something is wrong. If you fixed the feed shipping attribute instead, changes apply after the next fetch or sync.

    How to prevent it

    • Every time you add a market or country, add its shipping service the same day.
    • Keep shipping logic in one place: either synced from your platform or managed in Merchant Center, not both.
    • Use a catch-all rate in label- or weight-based setups.
    • Make sure your on-site shipping policy matches your settings; our shipping policy generator can help you write one.
    • Scan your feed with the Merchant Center feed checker after changes.

    FAQ

    Frequently Asked Questions

Yes. You still need a shipping service; just set its rate to free (0). Free shipping is also displayed as an annotation that can improve click-through.

Google recommends setting shipping at the account level and overriding it with the shipping attribute only for specific products. That's easier to maintain and less error-prone.

Check that the service covers the right country, currency and products (labels or weight ranges), and that products have a weight if rates are weight-based. Then allow time for reprocessing.

It should match what shoppers are charged at checkout. If you can't model it exactly, slightly overestimating is acceptable; underestimating causes inaccurate shipping cost issues.
